Over the past few years legislation and national policy has developed to support ownership and/or management of assets by communities. As a result more and more community groups have been approaching Aberdeenshire Council expressing interest in taking over the management of council-run assets.
Community ownership of assets can make an important contribution to the range of innovative solutions which community groups can develop to address local needs. Importantly, these solutions not only meet the needs of the local people, they can also contribute to the delivery of council and national strategic priorities. Although the council has transferred a number of assets to voluntary and community groups (VCOs) over the years feedback from these groups identified a number of weaknesses with the asset transfer process including complaints about the long timescales, no clear ownership of the process within departments, lack of a key contact officer willing to champion their application and an overall lack of commitment to the process. This award submission sets out the actions taken by Aberdeenshire Council to improve the management of Community Asset Transfer (CAT) applications.
