East Lothian Council has undergone significant organisational change during the last few years following publication of a critical ‘Best Value’ audit. A key area identified for urgent improvement was to develop an integrated leadership development programme for officers. Since then, there has been significant cultural change across the Council and efforts to move away from a ‘silo’ working basis to a culture of involvement and shared ownership. As part of these strategic changes, we developed and delivered a new and innovative leadership programme called ‘Innerwick Transformational Leadership’, using the local environment, cost-effective internal resources and partnership working.  An independent external evaluation, evidenced significant progress on achieving the objectives of leadership behavioural change and business impact, and 96% of respondents rated the programme as having a high or medium impact on their leadership capability.
